The New AI Power Contest: Bangladesh’s Strategic Balancing Act Between Pax Silica and WAICO

History has repeatedly shown that every era is defined by a dominant source of power. At different points in time, maritime supremacy, the Industrial Revolution, nuclear technology, and energy resources have reshaped the global balance of power. In the third decade of the twenty-first century, however, that defining force is Artificial Intelligence (AI). The countries that lead in advanced semiconductors, data, cloud computing, and AI infrastructure will likely shape the future of the global economy, international security, and geopolitical influence.

This reality has triggered a new global strategic competition. It is not a Cold War in the traditional sense, yet its consequences may prove even more far-reaching. Unlike the twentieth century, where rivalry revolved around nuclear arsenals and military alliances, today’s contest is centred on algorithms, semiconductor supply chains, computing power, data governance, and technological standards.

Within this evolving landscape, two competing visions of global AI governance are beginning to emerge. On one side is Pax Silica, an initiative championed by the United States and its strategic partners. On the other is the World Artificial Intelligence Cooperation Organization (WAICO), promoted by China as a platform for broader international AI cooperation. Both initiatives seek leadership in the AI era, yet they represent different strategic philosophies and competing visions for the future international order.

Pax Silica reflects the growing Western emphasis on trusted technology ecosystems. It seeks to build resilient supply chains for advanced semiconductors, critical minerals, cloud infrastructure, and AI technologies among politically reliable partners. From Washington’s perspective, artificial intelligence is no longer merely an economic issue; it has become a core national security priority. Control over advanced technologies is increasingly viewed as essential to preserving strategic stability and maintaining global competitiveness.

China presents a different narrative. Through WAICO, Beijing promotes a model that emphasizes inclusiveness, technology cooperation, and greater participation by developing nations. Chinese policymakers argue that AI should not become an exclusive domain of a handful of advanced economies but should instead support sustainable development, industrial transformation, healthcare, education, and digital connectivity across the Global South.

The difference between these initiatives extends far beyond technology. They represent competing approaches to shaping the rules of the future digital world. Who will define AI governance? Who will control global data flows? Who will set standards for advanced chips, digital infrastructure, and AI ethics? The answers to these questions will influence global politics and economics for decades to come.

Against this backdrop, Bangladesh has become more strategically important than ever before.

Situated at the crossroads of South Asia and the Bay of Bengal, Bangladesh combines sustained economic growth, a young population, expanding digital infrastructure, and increasing regional significance. It is no longer viewed solely as a developing economy but increasingly as a potential strategic technology partner.

This is precisely why both Washington and Beijing are eager to deepen Bangladesh’s engagement with their respective AI initiatives.

For the United States, Bangladesh represents an important economic partner in the Indo-Pacific with growing digital potential. Stronger cooperation in trusted digital infrastructure, secure technology supply chains, cybersecurity, and responsible AI development aligns with broader American strategic objectives across the region.

China, meanwhile, views Bangladesh as an integral component of its long-term regional strategy. Beyond infrastructure and industrial investment, Beijing increasingly sees Bangladesh as a valuable partner in digital connectivity, smart cities, and AI-driven economic transformation. Bangladesh’s potential participation in initiatives such as WAICO would therefore carry not only technological significance but also considerable geopolitical value.

As a result, Bangladesh finds itself in a unique strategic position where both major powers would welcome its participation within their respective technological ecosystems.

This reality presents both opportunity and challenge.

Unlike previous geopolitical rivalries centred on military alliances, today’s strategic competition increasingly revolves around digital infrastructure, cloud platforms, AI ecosystems, semiconductor access, cybersecurity, and data governance. Decisions made today regarding technology partnerships may shape a country’s economic resilience, technological independence, and diplomatic flexibility for decades.

For Bangladesh, the most prudent course is therefore neither unconditional alignment nor strategic ambiguity. Rather, it is the pursuit of strategic balance.

Bangladesh’s long-standing foreign policy principle “Friendship to all, malice toward none” remains highly relevant in the AI era. Applied to emerging technologies, this philosophy means maintaining constructive partnerships with all major technology powers while preserving national decision-making autonomy.

Such balancing will not be simple.

The United States and the European Union remain among Bangladesh’s most important export destinations. China continues to be a leading partner in infrastructure development, manufacturing investment, and industrial modernization. India is Bangladesh’s largest neighbour and one of Asia’s fastest-growing digital economies, while Japan, South Korea, and Singapore have become increasingly significant partners in technology transfer and industrial development.

Rather than viewing these multiple relationships as competing pressures, Bangladesh should regard them as strategic assets.

The broader South Asian region also faces a similar challenge. If regional countries merely become consumers of foreign AI technologies, they risk remaining permanently dependent on external innovation. However, if Bangladesh and its neighbours strengthen cooperation in AI research, language models, cybersecurity, climate adaptation, healthcare, agriculture, and disaster management, South Asia could emerge as an important contributor to global technological innovation rather than simply a market for imported technologies.

Bangladesh itself has the potential to take a leadership role. Through platforms such as BIMSTEC, the country could champion regional AI collaboration while investing in Bangla-language large language models, AI-enabled public services, digital healthcare, agricultural innovation, and climate resilience technologies.

Yet international partnerships alone will not determine Bangladesh’s future success.

Domestic preparedness remains equally critical.

The country still requires significantly greater investment in high-performance computing, AI research, semiconductor capabilities, cloud infrastructure, cybersecurity, and data governance. Universities, research institutions, government agencies, and the private sector must work together to build a nationally coordinated AI innovation ecosystem. Sustainable technological leadership cannot be imported; it must ultimately be developed through domestic capability.

Equally important is the protection of digital sovereignty. In the AI economy, data has become one of the world’s most valuable strategic resources. Bangladesh must therefore establish modern legal and institutional frameworks that safeguard national data, protect citizens’ privacy, strengthen cybersecurity, and ensure ethical AI governance.

Four strategic priorities deserve particular attention.

First, Bangladesh should establish a national AI research and innovation fund capable of supporting universities, startups, and industry collaboration.

Second, the country should make long-term investments in high-performance computing, semiconductor-related capabilities, and advanced digital infrastructure.

Third, comprehensive legal frameworks for data governance, cybersecurity, and digital sovereignty should become national priorities.

Finally, Bangladesh should pursue a balanced technology diplomacy that deepens cooperation with the United States, China, the European Union, Japan, South Korea, and regional partners while evaluating every partnership solely through the lens of Bangladesh’s national interests.

History teaches that technology is never politically neutral. It inevitably becomes intertwined with economic influence, national security, and geopolitical power. Yet history also demonstrates that countries possessing visionary leadership, skilled human capital, and strategic foresight are best positioned to transform technological revolutions into national prosperity.

For Bangladesh, therefore, the central question is not whether to choose Pax Silica or WAICO. The real challenge is how to engage constructively with both emerging AI ecosystems while preserving strategic autonomy, strengthening domestic technological capability, and advancing national interests above all else.

If Bangladesh succeeds in maintaining that delicate balance, it will not merely become a user of artificial intelligence. It can emerge as one of South Asia’s most credible strategic technology partners and a respected voice for the Global South in shaping the future governance of artificial intelligence.

The defining challenge of this new era is not choosing sides in a contest between great powers. It is building a confident, technologically capable, and strategically autonomous Bangladesh one that every major power seeks to partner with, but whose decisions remain guided solely by its own national interests.
